Ukraine and Russia to Meet in Abu Dhabi

The United States will mediate working-level talks between Ukraine and Russia in Abu Dhabi next week, U.S. special envoy Steve Witkoff said, and the Kremlin confirmed that its delegation will attend.

In one minute

Witkoff said the working-level negotiations, which the United States will mediate, will focus on "post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward peace." He announced the talks in a statement on X, saying they would advance President Trump's mission to end the war. Putin agreed to resume the three-way format after meeting Witkoff in St. Petersburg in October. Witkoff and Jared Kushner are expected to lead the U.S. delegation. Kremlin spokesman Dmitry Peskov said the Russian delegation will be in Abu Dhabi for the talks, led by Putin aide Vladimir Medinsky. Before the talks, U.S. officials will meet representatives of France, Germany, Britain, the European Union and NATO in Brussels to discuss security guarantees for Ukraine and support for its reconstruction. The last three-way rounds, held in January and February, ended without a ceasefire or an agreement to end the war.

Witkoff announced the talks in a statement on X. "The US will mediate working-level negotiations between Ukraine and Russia on November 10-11 in Abu Dhabi, advancing President Trump's mission to end the war," he wrote.

The three-way format is back because Putin agreed to it when Witkoff visited him in St. Petersburg in October.
