Military authorities in Greece have sent more than 100,000 Special Marching Orders — Ειδικά Φύλλα Πορείας, or EFP — through the gov.gr platform in recent days, according to Kathimerini on 23 September 2026. Recipients reacted with alarm, many taking the notices for a mobilization or call-up. Military authorities, answering citizen questions, have said the notices are not επιστράτευση and that there is no war: “Όχι, δεν πρόκειται για επιστράτευση, δεν γίνεται πόλεμος,” Kathimerini quotes as the line authorities give callers.

What the notices are for, as Kathimerini reports from military authorities: an update of reserve (επιστρατευτική) status under the reform of the reserve institution. Recipients are asked to update their details — any change of residence or a health problem must be declared to the military authorities, which now keep a digital reserve file. Recipients also learn the color of their EFP, which tracks reserve status. A green marching order means the citizen is immediately integrated into the reserve — assigned to a mobilization unit / active reserve status in the framing Greek City Times attributes to a military source speaking to Ta Nea. A white EFP means the holder remains available and would be called if and when required.

The Army General Staff (GES), per Kathimerini, says sending of EFPs will continue into November. A similar update ran in 2023, but then notices went by ELTA mail; many people never received them after changing address. This time the large majority get an SMS from gov.gr with a link to the mobilizing authority’s page, Kathimerini reported. That wording and the volume of notices fueled mobilization rumors that senior military sources called entirely unfounded, the paper said.

Greek City Times on 24 September, citing a military source who spoke to Ta Nea, described the same mass digital send as a routine process to update reservists’ records. The source said the update takes into account age limits set by law for reservists and changes of residence for personal or professional reasons. The main difference from prior rounds is widespread use of gov.gr instead of the postal service, cutting printing and postage costs, the source said. Classification into green or white orders weighs age, military specialty, and health status, the source told Ta Nea via GCT.

Alongside the records update, Kathimerini reports GES figures on the voluntary active-reserve track in the defense ministry’s Agenda 2030 reform “bible”: thousands of volunteer reservists are registering on the gov.gr application toward a trained active-reserve force of 150,000. New cohorts are called every three weeks to the Army’s three Reserve Retraining Centers (KEMEF) at Avlona, Litochoro, and Naoussa. A further cohort of active volunteer reservists began training on 21 September, with emphasis on drones and counter-UAV systems, combat first aid, and live-fire simulators, Kathimerini reported from military sources. Completers receive the “Active Volunteer Reservist” badge and enter the country’s defense disposition, the paper said.

What to watch: how far the gov.gr send runs through November; how many green versus white classifications are issued; and uptake in the voluntary KEMEF training pipeline toward the Agenda 2030 active-reserve target.
